โฌ is U+212C SCRIPT CAPITAL B. It has been in Unicode since version 1.1, in the Letterlike Symbols block. Unicode gives it the alias โBernoulli functionโ.
The Mathematical Script alphabet was added in Unicode 3.1. Its position for capital B, U+1D49D, is reserved and cross-referenced to โฌ instead of holding a character of its own, so the Unicode data sends that position to โฌ.
Because โฌ sits in a different Unicode block from ๐ and ๐ (Mathematical Alphanumeric Symbols), a font can design it separately, and how closely they match depends on the font. โฌ takes one UTF-16 unit where ๐ takes two.
