โ„ is U+2110 SCRIPT CAPITAL I. It has been in Unicode since version 1.1, in the Letterlike Symbols block.

The Mathematical Script alphabet was added in Unicode 3.1. Its position for capital I, U+1D4A4, is reserved and cross-referenced to โ„ instead of holding a character of its own, so the Unicode data sends that position to โ„.

Because โ„ sits in a different Unicode block from ๐’ข and ๐’ฅ (Mathematical Alphanumeric Symbols), a font can design it separately, and how closely they match depends on the font. โ„ takes one UTF-16 unit where ๐’ข takes two. The Mathematical Bold Script alphabet has no gap at this letter: ๐“˜ is U+1D4D8, in sequence with ๐“— and ๐“™.
